What the law actually says
Indian traffic law does cover this, though the exact route depends on where the obstruction is.
On a public road: Section 122 of the Motor Vehicles Act, 1988 makes it an offence to leave a vehicle in a position that causes danger or undue inconvenience to other road users. Section 201 backs this up with a monetary penalty — traffic police can issue a challan for obstructing the free flow of traffic, and in persistent cases, arrange for the vehicle to be towed.
On your own private driveway or society gate: this is usually treated differently. Traffic police generally intervene on public roads; a driveway or a private gate inside a housing complex is more often handled as a society or civil matter than a straightforward traffic violation — which is exactly why it tends to drag on longer than it should.
Either way, one thing holds across both situations: only traffic or municipal authorities have the power to actually tow a vehicle. You can't legally do it yourself, however tempting it is at 8 AM with a meeting to get to.
If you live in a gated society or apartment

What not to do
A blocked gate brings out the worst instincts in people, and every one of these makes things worse, not better:
Don't scratch, dent, or otherwise damage the vehicle. This shifts you from the wronged party to the one facing legal trouble.
Don't leave an angry note. It rarely gets the car moved faster, and it tends to escalate a five-minute problem into a standing grudge with a neighbour. Don't block their exit when they return, as satisfying as it might feel in the moment. Two blocked vehicles is not a resolution.
The instinct to "teach them a lesson" is understandable. It's also how a minor parking issue turns into a police complaint against you.
